【摘要】:Theintentofthisdocumentistostreamlinetheapprovalprocess.Theobjectiveistopermitanewfueloradditivetobeevaluatedandtransitionedintofielduseinacosteffectiveandtimelymanner.Itspurposeistoguidethesponsorofanewfuelornewfueladditivethroughaclearlydefinedapprovalprocessthatincludestheprerequisitetestingandrequiredinteractionswiththeengineandairframemanufacturers;standardsorganizations;andairworthinessagenciessuchastheFAAandEASA.Thispracticeprovidesabasisforcalculatingthevolumeofadditiveorfuelrequiredforassessment,insightintothecostassociatedwithtakinganewfuelornewfueladditivethroughtheapprovalprocess,andaclearpathforwardforintroducinganewtechnologyforthebenefitoftheaviationcommunity.1.1Thispracticecoversandprovidesaframeworkforthequalificationandapprovalofnewfuelsandnewfueladditivesforuseincommercialandmilitaryaviationgasturbineengines.Thepracticewasdevelopedasaguidebytheaviationgas-turbineengineOriginalEquipmentManufacturers(OEMs)withASTMInternationalmembersupport.TheOEMsaresolelyresponsibleforapprovalofafueloradditiveintheirrespectiveenginesandairframes.Forthepurposeofthisguide,x201C;approvalx201D;meansx201C;permissiontouse;x201D;itisnotanendorsementofanykind.StandardsorganizationssuchasASTMInternational(SubcommitteeD02.J0),UnitedKingdomMinistryofDefence,andtheU.S.militarylistonlythosefuelsandadditivesthataremutuallyacceptabletoallOEMs.ASTMInternationalandOEMparticipationintheevaluationorapprovalproceduredoesnotconstituteanendorsementofthefueloradditive.1.2TheOEMswillconsideranewfueloradditivebasedonanestablishedneedorbenefitattributedtoitsuse.UponOEMandregulatoryauthorityapproval,thefuelorfueladditivemaybelistedinfuelspecificationssuchasPrattx0026;Whitney(Px0026;W)ServiceBulletinNo.2016;GeneralElectricAviation(GE)SpecificationNo.D50TF2;andRollsRoyce(RR)enginemanuals.SubsequenttoOEMapprovalandindustry(ASTM)reviewandballot,thefuelorfueladditivemaybelistedinfuelspecificationssuchasSpecificationD1655,DefenceStandard91-91,UnitedStatesAirForceMIL-DTL-83133,andtheUnitedStatesNavyMIL-DTL-5624.Thisqualificationandapprovalprocesshasbeencoordinatedwithairworthinessandcertificationgroupswithineachcompany,theFederalAviationAdministration(FAA),andtheEuropeanAviationSafetyAgency(EASA).1.3UnitsofmeasurethroughoutthispracticearestatedinInternationalSystemofUnits(SI)unlessthetestmethodspecifiesnon-SIunits.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
